PCSO Policy Manual

DUTIES OF OFFICERS

The President

The President shall preside at all official meetings of the Society and of the Board of Directors. Unless otherwise provided for in the Bylaws, the President shall appoint all committee members, including committee chairs, and fill all committee vacancies.

The President shall be an advisory member of all committees, without the right to vote. As a member of the Board, the President shall have the right to vote on any issue.

In addition, the President shall:

    1. be installed during the second Business Meeting of the Annual Session,

    2. serve as Chair of the Board of Directors,

    3. be responsible for the operation of the Society during his or her term as President,

    4. serve as Chair of the PCSO Delegation to the AAO House of Delegates, caucus the delegation as necessary, and assign delegates to all reference committee hearings and to other tasks as appropriate,

    5. be responsible for the preparation of the agenda for all Business and Board meetings,

    6. attend at least one meeting in each Region during his or her term or consult with the officers to assure that there will be representation by another officer if he or she is unable to attend,

    7. entertain AAO dignitaries attending the PCSO Annual Session and be reimbursed for all related expenses,

    8. be encouraged to write a "President's Message" for the PCSO Bulletin and/or a President’s Letter to the orthodontic leadership in the PCSO region,

    9. keep informed the Officers and Executive Director of all PCSO business items,

    10. appoint a Parliamentarian for Society business meetings, as necessary,

    11. review the Policy and Procedure manual and suggest necessary changes,

    12. have use of a credit card to use for Society related expenses,

    13. annually appoint two Board members to serve as liaison to the Board of Directors of the California Association of Orthodontists; one liaison from Northern California and one from Southern California,

    14. write a summary of the term for the PCSO History Book.


The President-Elect

The president-elect’s primary responsibilities shall be to assist the President in the performance of his or her duties and succeed to the office of President at the end of his or her term without further election.

In addition, the President-Elect shall:

    1. preside at meetings in the absence of the President,

    2. be notified of all committee meetings and is expected to attend such meetings when possible,

    3. attend at least one meeting in each Region during his or her term, and consult with the President to assure representation by an officer at each Regional Meeting,

    4. serve as a Delegate to the AAO House of Delegates

    5. visit the Central Office of the PCSO to become knowledgeable about the operation of the headquarters office,

    6. serve as an advisory member of the Budget and Finance Committee,

    7. attend, with the Executive Director, a seminar for Elected Leaders and Chief Staff, offered by the American Society of Association Executives,

    8. attend with the Executive Director, the AAO Leadership Conference.


The Secretary-Treasurer

The primary responsibilities of the Secretary-Treasurer are to serve as the chief financial officer of the Society and oversee the Society’s financial activities during his or her term.

In addition, the Secretary-Treasurer shall:

    1. maintain a record of minutes taken of all Society meetings and of the Board of Directors,

    2. conduct the correspondence of the Society,

    3. chair the Budget and Finance Committee,

    4. act as the chief financial officer of the Society, subject to the direction of the Board of Directors,

    5. create, prepare and submit an annual budget and financial report to the Board of Directors,

    6. serve as a Delegate to the AAO House of Delegates,

    7. oversee the annual financial review or audit,

    8. perform such other duties as assigned to him or her by the Board of Directors or President.


Immediate Past President

The Immediate Past President shall serve as a non-voting member of the Board of Directors and his or her primary responsibilities shall be to serve as the Chair of the Nominating and Awards Committee and serve as advisor to the President on an as-needed basis.

In addition, the Immediate Past President shall chair a meeting of other available past presidents during the Annual Session, for the purpose of making recommendations to the Board, and shall make a report to the Board of such recommendations.


Trustee

The primary responsibility of the Trustee is to represent the Pacific Coast Society of Orthodontists on the Board of Trustees of the American Association of Orthodontists.

The Trustee shall be elected for a two (2) year term by a majority vote of the Board of Directors of this Society. The consecutive tenure of a Trustee shall be limited to eight (8) years. The Trustee must be an Active member in good standing.

In the resignation or removal of the Trustee, a new Trustee shall be elected by a majority vote of the Board of Directors to complete the remainder of the term.

In addition, the Trustee shall:

    1. be a voting member of the Executive Committee,

    2. be a voting member of the Board of Directors,

    3. make reports to the membership during Regional meetings,

    4. make reports at Board meetings,

    5. be in close communication with the PCSO President regarding all AAO business,

    6. advise the PCSO Board of vacancies on AAO Councils and Standing Committees and offer appointments to the AAO as directed by the Board.


Alternate Trustee

In the event the Trustee cannot attend a Board of Trustee’s meeting, the President or the President's appointee shall serve as Alternate Trustee until the Trustee can resume the duties.


Candidates for Trustee

All nominations for the position of Trustee shall be submitted in writing to the PCSO Central office at a deadline established by the Board of Directors. A candidate's geographic location of practice shall not affect his or her application.
